Substantial disability

A substantial disability means significant functional limitations in three or more major life areas, as determined by a regional center and appropriate to the person’s age. These areas may include self-care, receptive and expressive language, learning, mobility, self-direction, capacity for independent living and economic self-sufficiency.

Eligibility is determined by the appropriate regional center or qualified authority.
